Change third frame when clicking in menu. How?

I have a site with 3 frames, first frame is one menu, second one is another menu and the 3rd is the content.
Now when I press something in the menu only that frame gets replaced by the content that I clicked.
Example: suppose I want the contact page, I click contact in the second frame and the second frame gets replaced with contact page, instead of third frame.
How can I change this, so when I click one item in the menu the third frame to be replaced.

Sorry, but we will need the page to see what's going on and why it's not loading in the content frame.
