Menu error when page is loading

Our testing people brought us a screenshot of an error that they say they receive every now and again with our menus. I went home last night and was able to replicate the error on a consistant basis. Here is what I think is happening.
Go to https://www.kcsl.org/training_home.aspx. You will see a series of red menus across the screen (Services, Advocacy, Training, etc.)
Click on the Training menu, but don't move your mouse after you click. The page should load fine. Now, click the Training menu again, but this time slightly move your mouse around as the page is loading. You should get a generic error from Internet Explorer talking about how it cannot open the web page. After clicking OK, you can refresh the screen and you will see that the page loads just fine.
You can do this exact thing on any of the red menus except eLearning. That one takes you to a different site, so I am not worried about that one right now.
It seems to me that the menus are not done loading, but a mouseover event is being called. The page never finishes loading and so you get the error. I may be way off base though.
If you have a high speed connection, this might not work as the page loads too quickly. But at home on DSL I was able to generate this error whenever I wanted to.
Can you give me some advice on what to do to get around this? I can post some source code if that would help.

EDIT: Our ISA server has been flaking out, so there might be times when the site is down.
