Menu in Table

I'm just updating our intranet and have decided to place the menu within a table just under a page title bar. The table width is set to 780 pixels and the menu itemwidth is set to 130 and there are six items in the main menu. The menu works well within the table and looks good on load, but each time the web page is resized, the entire menu width shrinks slightly. If I keep moving the right hand window on the browser, the menu will eventually become very narrow. The behaviour is weird and I hope someone can point me in the right direction. I’m using version 5+ on IE 6.

Additional to above,

Strangely, removing or setting the borderwidth to "0" seems to solve the problem. I just have to manipulate the table background size and colour to get the same effect.
