Inserting Menu inside a table cell

Hello,
I have a table that has just two rows. The first row has an image which is set to width=100%. I want to put the menu on the second row to match the width of the image. Can you tell me how I can do this? Also is there another approach besides using the tables?

My goal is for the user to think the image and menu are one picture.
