CSS - Switching Style of color Schemes and Menu Arrows

I am working on a cool project for myself by making a site based on external CSS. I want the users to be able to switch color schemes that will apply to all pages. The thing that I am having trouble with the most is with the arrow graphics on a horizontal following scroll menu. Here are a few questions.
A) Can CSS direct the menu (milonic_data.js)to a specific set of colored arrows? When I have tried before, it seems to include the arrows in all of the links rather than just the links that have a submenu.
B) Is it possible for an external CSS to completely point to a specific _data.js file like style1_data.js and style2_data.js that contain a different color scheme?
C) Is there a way to just create all of the color schemes in just one _data.js file and hide all color schemes(menus) but the color scheme(menu) you want to use with an external CSS?
The arrow graphics are really the last step I am having an issue with. I have tried everything and have looked at all of the CSS help posts that I could find unless I am completely missing something.
