Menu appears in root folder but not in sub-folder

My menu appears when the files are located in the root folder (i.e. http://www.strategiesinaction.com) but not when they're in a sub-folder (i.e. http://www.strategiesinaction.com/test). I need to get it working in the test folder since I'm not ready to launch the web site for my client yet. How can I get it to work in the sub folder?
