Noticed an interesting menu

I ran across a website that has a Milonic looking menu and also has a capability that I havent seen before. With Milonic one can set it for scolling. With this menu it stays in place at the top left and the page info scrolls. One might say, so, you can do that with frames. The best I can tell this website is not using frames. This particular menu capability is browser specific. This feature works with Netscape 7.2 and Firefox but not with Internet Explorer.
