Frames Issue

Is it possible to have the menu in the top frame but allow it to open up over the main frame and the items selected open in the main frame?

It's not possible to have a menu (or any other object) span two frames. It is possible, however, to achieve the visual effect that you're interested in. See here for an explanation and demo.
