Can milonic menu parse an HTML file?

Ok, way out of bounds I know... but what I want a menu to display a sub-menu (or pop-up), type=html.
However, maintaining HTML within Javascript is not so fun.
Any know, What tools could be used to convert an HTML file into Javascript for the milonic menu to use.
Could it be done on the fly, or whenever a new HTML is uploaded to the server?
Any suggestions or directions are greatly appreciated. Thx!
