2+ horizontal menus under each other

Is it possible to put 2 or more horizontal menus?
I'm new to Milonic but I want to disable the menus above the active menu to keep the look of our main site:

We are a separate organization but want to look integrated w/ the new website that just launched last week. I want to enable the main links and disable the submenus. Then put another horizontal menu that has the drop down submenus. If possible I would like to put in 3 or 4 horizontal menus. It would keep the main site links available while keeping the style and look of the main page so it looks integrated. Right now other organizations/schools have their own webpage and lose the original page's finesse, esp. w/o milonics menus! We would copy the main site's CSS but just change the colors a bit also.
I tried copying and renaming the scripts and changing the position of the 2nd menu but it always shows the first menu and actually mixes the 2 sub-menus when it does.
Also, being a public institution, has anybody encountered problems w/ ADA compliancy?

Give each menu a new name and change the top position so they are under each other. The submenus need their own names too.
I use alternative links and a site map to compensate, and a noscript menu is good incase js is switched off.
I think instructions in the beginners section might help.
