Trouble coding a URL in a Submenu

Hello all.
I have a small issue with coding the URL for a site on a submenu.
I get URL not found in testing it.
I suspect it is because of the special characters that are in the link.
Or maybe too long.
The AccuWeather link prior to it works fine.

The link I am trying to put in is ...
http://www.wunderground.com/cgi-bin/findweather/getForecast?query=rockaway+beach+oregon

My site is at ...
http://home.comcast.net/~bobserack/
My menu_data.js is in a /js folder.
The link I am testing is in: Library/Tools/Weather/Rockaway Underground.

Maybe this kind of thing can't be done.
Just checking.
Any thoughts?
