The v3 series is no longer developed or supported. AFAIK, that file is no longer available.

why not move up to version 5? It's a great menu, very versatile and you can custom design look and such. it does so much more of the newer things.

Shouldn't be too difficult to convert to v3.5.15

As Ruth said, V5 is much better and is worth upgrading to.
