Layers with behaviour like frames

Hi,
My problem is a bit off topic, maybe somebody will help:
We have a frameless page, and the page will scroll, of course.
Do I have the chance, to "glue" my div's to avoid scrolling? It should have the same behaviour like using frames.
Is that possible?
