offbgcolor="none"; being ignored by Netscape 4

I have set offbgcolor="none"; so that a graphic behind the menu can still be seen.
In IE it works fine but when viewed in netscape the background is solid black
Does anyone have an answer to this?

set it to "transparent"; instead. I checked that and it worked in ie5, netscape4.79, 6, 7, Firebird .7 and Opera 6, 7. I have no idea if it will work on mac browsers.
