Menu disappears when opened over a frame

I have 3 frame frameset, the top frame contains the milonic menu. When displaying submenus, which are to appear on top (or over) the other two bottom frames, the submenus basically disappear behind the bottom frames.
Is there a way to have submenus appear over top of other frames or a way to have submenus expand upward (staying inside the same frame) rather than downward (over top of the other frames)?

The menu will not 'drop' over a frame. In effect when using frames you are creating different 'pages' as if you have different browsers open. There is a frames page workaround you can check out here This is NOT supported by Milonic, as you will note when you read Hergio's code and would need some knowledge of using code, though most have seemed to find it usuable. The menu will work with iframes, so if it's possible to use iframes instead of frames you can check the opening windows and iframes sample here The iframe part is about halfway down the page. Without seeing the page, many who use frames so design the layout that the menu is in one frame and there is room for the submenus to open. There was one design where the menu was in the top frame which was high enough so the submenus opened there in a horizontal orientation.
