broken embedded inline # anchor tag in the body content

I figured this out.
Curious... has anyone experienced if a broken (or perhaps a repeated link) embedded inline anchor tag in the body content (e.g. a href="#tabletop") causing a scrolling menu to not render completely.
The top of it starts and then stops. Removing the #etc from the URL and then refreshing, renders the menu complete. Very strange.
Yet it does not behave that way consistently either. I have experienced a page that has loaded properly before, not load the scrolling menu properly with a # in the URL. But removing the # from the URL and then refreshing seems to always work, not just a straight refresh.
