onbgcolor frozen

Strange problem: I've noticed that when I move my mouse cursor rapidly up and down a drop-down menu on this website, the background color changes as quickly as I can move the cursor. But on my own website (currently being hosted only on my laptop with Windows XP Professional and IIS), the background color doesn't change as long as the cursor is moving. Once I stop moving the cursor, then the background color of whichever menu item the cursor is on changes. But not until I stop moving the cursor. If I move the mouse in small circles, I can keep the background color frozen indefinitely.

Why is this happening?
