Drawing one menu at a time

I need to be able to create menus dynamically at run time. Basically, I will have a table with a couple hundred rows. Each row needs to have a button that will popup a menu that contains several different menu items such as "delete item", "modify item", "mark item as complete," etc. Each row can have a different combination of items (based on the record in that row and security, etc) and each URL to activate an item will be different based on the record in the row.

So, I can obviously create 200 different menus but that does not seem very efficient. Can menus be created dynamically at run time? For example, I would like to be able to call a function with just 1 multidimensional array that contains all the menu items and urls for that row and then builds and displays the popup menu dynamically.

I am evaling this and can't figure out if this is possible based on the eval version. Any help people can provide is appreciated.
