Question about the targets of menus

Hi, I got one of the menus and they work fine when I target them to websites but i cannot target them to .html files in my computer hardrive. It says the page cannot be open. I've read some of the previous posts and it says something about posting the sites first and then directing the menus to them. Is this a must? Please help!
