Dynamic Linking?

Is there any way to make the menu appear on every page, without frames, and have it "know" where in the file system it is?

Example:

The menu is on the <index.htm> page in the root directory. From here, a user clicks to a link which takes him to <html\newpage.htm> and I want a menu there, too. If I simply call the root directory menu from <html\newpage.htm> the relative links won't work, right? I mean, clicking the same <html\newpage.htm> link here will try to find <html\html\newpage.htm>

Is there a way to make the menu adapt to its place in the site, relative to the root directory, so that I don't have to make a new .JS file for every new directory I make? Hope this question's not too garbled and unclear.

Thanks,
