Creating the menu without include files

How do I create menus without include files that will work on all platforms (NS4 and greater and IE4 and above).

Exactly what do you mean by 'include files'? Which files specifically?

Andy has worked very hard to get this menu to perform across almost every platform there is, with very few exceptions. I guess your question has me quite confused.
