FollowScroll painfully slow on older Mac and NS

Had a report from a user that FollowScroll wasn't working correctly when using a Mac iBook with Mac OS 8.6 and Netscape 4.6.1 (works fine with IE 5.1). The symptom was that the page would load but EXTREMELY slowly, so slow that you couldn't use it.

If I disabled FollowScroll, or if the page was small enough that scroll bars were not drawn, then the problem didn't appear.

Is this something that can be fixed, or do I need to check for this particular combination (how?) and disable FollowScroll?

More information from the reporter. Its not that its slow drawing, but the page keeps clearing, then redrawing, then clearing again, etc.
