In short, yes it can. It would take a great deal of javascript to get it done, but its technically possible. You would have to have your mouseover events call certain function calls which would then change the properties of the objects being moused over. Rather than code it all for this menu, you'd be better off asking the guy who created the effects you want at the site if you can use his code.
