Frontpage Shared border problem

Tell me what I did wrong. Any helps is appreciated.

1) put the two js files in _borders folder
2) inserted the those three lines in the Body tag of the top.htm, previewed top.htm ok.
3) However, tested on the main page , the menu in the top shared border is very small.
4) add new variable loadwait=1 to mmenu.js, same result.

Anything else I can do?
