bug in menu or in IE 5?

I'm having a little trouble with MSIE 5.1.6 on a Mac running OS 8.5.1. I haven't been able to reproduce this on a PC with MSIE or NS or on a Mac with NS.
Basically, my menu is being made thicker than it needs to be but only when the last element is a link to an HTML page. If I create a submenu or no link at all, everything is fine.
You can see the problem at:

change index.html to index2.html and that page (index2) shows up fine.
The only difference between the two .js files is this:
,"Pan Am Games","index.html",,"Pan Am Games Home Page",0
if I remove the index.html link and replace it with "", I have no problems.
I have a couple of screen shots at the same address under:
/test/good.gif
/test/bad.gif
Can anyone figure this out?
the fonts are a mess and almost all the links don't work yet so no need to point that out
