Communicator 4.73 -- menus not viewable

Hello--

Can't get the menus working on Communicator 4.7. (Java & JS ARE checked in the browser)

Probably something in my coding.

Now have things messed up trying.

Basic question...

Where should mmenu file go: Head or Body?
Where should menu_array file go: Head or Body?
