Horizontal Menu to include in layered website

First off I am not a programmer but a coordinator that has been forced to start programming.
I am currently redesigning the website that I am responsible for. I am building off of the example from the SitePoint textbook called "HTML Utopia: Designing Without Tables using CSS". Its a great book but with the navigation, I wanted to do something that could be made dynamic and have a flyout configuration.
So I came to milonic and am trying out the free version. If I can figure out a way to fit the verticle version of the menu in the full CSS website, I will order the pro version.
The URL where you can see the problem I have is http://www.psew.org/design/csssite/index.htm
If you click the About Us link at the top of this page you will be able to see the stylesheet that I am using. I would like to place the menu 101 pixels down from the top (just below the logo).
I placed the include files in the <div> tag even though I know the menu will not operate correctly but it will give you an idea of where I would like the menu placed pushing everything else down under the menu. It is located at:

Almost everything in the site is built off of div tags. Is there anyway I can include this menu in the site sample I provided?

Hi Mike,
I don't see a page at your second url (http://www.psew.org/design/csssite/index2.htm). But I do see the first. If I read your post correctly, it's your intent to replace the current menu in the upper left (where the About Us link is) with a Milonic menu of the same look... is that correct? You can easily do this with a Milonic menu.
