Image at the top of a drop down menu?

Is there a way to put an image at the top of a dropdown menu? For version 3.5.15?

The image must sit above the submenu and be independent of styles affecting the submenu.

I want to show state for main menu, but my main menu images must also swap out for on/off states.

However, while in a submenu, I need to show state for the top menu. Is there an easier way to do this?
