Interesting behavior with include files

Been messing around with the menus and tried them on a site that uses an include file for the footers. Loads on the first page, but all pages visit on the site don't load the include file data.

Use includes for everything on http://westcgi.west.asu.edu/sai/ - headers, footers, even the menu calls. No problems at all.
