submenu doesn't appear with frame based menu

Got a problem. Been busy allday, probably do someting wrong what is easy to help. I've got a frame based menu. Header and Body. In the Header the menu appears, but the submenu in the body don't appear. What is the problem.

this is a what I've got in the header array. Target frame is called main, so that isn't the problem?
