Frames---with embedded PDF Files

Can someone tell me if there is an easy answer to having the menu work with PDF documents embedded in the frame?
Heres my story and Im sticking to it. 2 Frames, vertical. Bottom frame is the delivery window and when a menu option that links to a .PDF file is selected the PDF opens nicely. Problem is I cannot show menu when PDF is in the delivery window. Your help is greatly appreciated!
