Follow scrolling horiz. bar follows & stops at top of pa

When the Follow Scrolling is active and set x pixels below top of screen, I would like to have the horizontal bar to follow up to the top of the screen and stop as scrolling continues. See http://www.b24.net/reunion.htm for an example of another menu program that works that way(you may have to reduce the height of browser screen to get the scroll bar).

The menu should do this automatically if you are using version 3.4.12.
