A Newbie's having trouble with frames (target)

How do I set the links to a different frame? I love this menu but I can't use it unless I can get it working to send links to another frame.

Another question. Is there any way to set a "limit" as to how many links can be displayed on a submenu, so that if too many links are in the menu it can still fit in the frame? OR is there a way to make it "spill over" into the frame below it?
