Left justifying a menu so it always appear in the same place

I have a horizontal menu that looks something like this:
Link1 | Link2 | Link3
I want the resulting link 1 menu to always appear left justified to the words link 1 instead of appearing in relation to wherever I happen to put the mouse.
Is this possible?
